The Less is More: Community Supervision Revocation Reform Act was signed into law in New York State on September 17, 2021 and took effect on March 1, 2022. The #LessIsMoreNY campaign to draft and pass the law was co-led by Unchained and the Katal Center. These two organizations are now working to ensure it is implemented properly and protect it from rollbacks or repeal.

Why has community supervision shifted from an alternative to imprisonment to becoming one of the largest drivers of incarceration? Over 60 percent of prison admissions in Minnesota result from supervision failures, making up approximately 25 percent of the prison population and costing taxpayers more than $77 million per year. This MNJRC *Continuing the Conversation* seeks to reimagine probation and supervised release to create systems that incentivize success rather than punishing failure.

Until 2022, Minnesota's response to competency restoration was regulated by Rule 20.01 of the Rules of Criminal Procedure. Stakeholders have long expressed a number of shortcomings in the rule and the overall response in Minnesota. In 2019, NAMI Minnesota led an effort to investigate this issue closely with all the stakeholders and offer solutions through the legislatively created Community Competency Restoration Task Force.

Panelists Elliot Butay (National Alliance on Mental Illness - Minnesota), Elizabeth Beltaos (Hennepin County Attorney's Office), and Katheryn Cranbrook (MN 4th Judicial District) will discuss the complex intersection of mental illnesses, the criminal legal system, and the rights of the accused.

The Missing and Murdered Indigenous Women Task Force was created in 2019 to examine the root causes, systemic problems, and potential solutions to violence against indigenous women and girls in Minnesota, including members of the two spirit community. Established by the Minnesota Legislature in 2019, the task force includes representatives from 11 tribal nations, community and advocacy organizations, legislators, law enforcement, and the legal field.

The Indigenous women who led Minnesota’s Missing and Murdered Indigenous Women (MMIW) Task Force and who run the newly created MMIW Office in the Department of Public Safety will discuss what they’ve learned through the Task Force’s work.

Panelists Nicole MartinRogers (Wilder Research), Minnesota State Senator Mary Kunesh, Juliet Rudie, and Stephanie Autumn will speak on how indigenous women are affected by community safety, procedural justice, and “beyond bars.”

At a time when public data is available for a wide range of topics, the public does not have access to, and therefore knows very little about, the impact of the cash bail system. This panel’s objective is to ensure that current research and data-gathering efforts are transparent and inclusive of those most impacted by Minnesota’s pretrial systems, as well as trouble the idea that our current system is effective, constitutional, or just.

The Legal Revolution: Utilizing Legal Education and Practice to Transform the Criminal Justice System

The Legal Revolution is a movement to structurally transform the legal discipline through a series of initiatives that center racial equity, wellness, and the expertise of those most impacted by the law. The Prison-to-Law Pipeline is facilitating ABA-accredited law degrees and ABA-approved paralegal degrees for incarcerated legal scholars.

Voting Rights CTC: Voting Restrictions, Voting Rights, and the Future of the Franchise in Minnesota

According to The Sentencing Project, an estimated 2 percent of people of voting age in the United States were ineligible to cast ballots in 2022 due to state laws prohibiting people with felony convictions from voting. This MNJRC *Continuing the Conversation* explores the history of felon disenfranchisement in the United States, the efforts to change these laws in Minnesota and nationally, and the road ahead for voting rights. The panel stresses strategies to enhance democracy and boost voter turnout, including advising clients about their voting rights after felony voting restoration.

Panelists include Dr. Christopher Uggen, Regents Professor, Martindale Chair, and Distinguished McKnight Professor in Sociology, Law, and Public Affairs at the University of Minnesota; JaNae' Bates, theologian, Fulbright scholar, and Director of Communications for ISAIAH and Faith in Minnesota; Zeke Caligiuri, writer, system-impacted, and MNJRC Community Engagement Manager; and Dr. Katie Remington Cunningham, MNJRC's Research Director. The discussion was facilitated by Mark Haase, Executive Officer to the Ramsey County Attorney.
