Until 2022, Minnesota's response to competency restoration was regulated by Rule 20.01 of the Rules of Criminal Procedure. Stakeholders have long expressed a number of shortcomings in the rule and the overall response in Minnesota. In 2019, NAMI Minnesota led an effort to investigate this issue closely with all the stakeholders and offer solutions through the legislatively created Community Competency Restoration Task Force.
Panelists Elliot Butay (National Alliance on Mental Illness - Minnesota), Elizabeth Beltaos (Hennepin County Attorney's Office), and Katheryn Cranbrook (MN 4th Judicial District) will discuss the complex intersection of mental illnesses, the criminal legal system, and the rights of the accused.
